Strategic Support Manager

iSimangaliso Wetland Park Authority, a renowned World Heritage Park where conservation, sustainable tourism and benefit sharing prevails, is looking for an experienced Strategic Support Manager.

Reporting to the Executive Manager, Corporate Support Services, the Strategic Support Manager will be responsible for overall management of the progress of iSimangaliso’s strategic activities through the development and review of an organization wide set of indicators to assist in identifying gaps, monitoring and evaluation of business performance to aid the achievement of strategic objectives and ensure regulatory and legislative compliance.

Requirements: • Bachelors’ Degree in Natural Sciences or equivalent • Postgraduate qualification in Business Studies will be an added advantage • 10 years’ experience in report writing, facilitation and presentation • 10 years’ experience in project management • 10 years’ experience in middle management role with extensive experience in developing strategy • Experience in performance and risk information management • Knowledge and experience in the audit requirements of performance information • Experience in strategy development, implementation and monitoring • Experience in fundraising • A valid driver’s licence.

Key performance areas:

Planning: • engage in long term planning in order to ensure that the entity goals are aligned to national goals • support and guide divisions in formulating their Annual Performance Plans (APP) inputs • consolidate and presents Divisional APPs to EXCO • attends all planning and reporting sessions as well as taking a lead in coordinating iSimangaliso strategic planning sessions • actively participates in compiling iSimangaliso APP and programme budgets.

Monitoring and Evaluation: • monitors and evaluates Standard Operating Procedures (SOP’s) internally • review internal systems and parameters for reporting • provide support to divisions in relation to reporting and evaluation of divisional performance• manage the Portfolio of Evidence for performance information • develop guidelines on admissible evidence and Portfolio of Evidence files (POEs) • review of POE files monthly, quarterly and annually • submit evidence files to auditors quarterly and annually • attend to audit queries • monitoring and enhancing tools to manage and monitor progress on delivery • monitor and enhance M&E tools to enable delivery of agreed indicators • engage with and liaise with key Authorising Stakeholders aligned to the programme.

Management of Risk and Corporate Governance: • advise senior management on strategic corporate risks and propose mitigating strategies • develop corporate governance framework within iSimangaliso to ensure compliance with corporate governance - King III and other legislative provisions • manage strategic risk information • monitor and evaluate risk performance information • assist divisions in their quest to comply with the corporate governance framework • implements measures to identify, assess, mitigate and report on operational risks within iSimangaliso throughout the year • develops the fraud prevention plan and implementation matrix that is communicated to all stakeholders • monitor complaints from stakeholders and ensures that all complaints are investigated and proper feedback is provided to complainants • manages legal compliance audits and report findings to CFO • monitor and report on the timeous implementation of audit recommendations • assess iSimangaliso’s compliance with the Public Finance Management Act (PFMA) • participates in the Audit, Risk and Management Committees to provide expert contributions.

Performance Reports: • collect information and collate reports from divisions • captures information both monthly and quarterly on the spreadsheet • prepare high level summary reports • coordinate and consolidate all strategic and operational reports for the key authorising stakeholders • guide the development and formulation of the performance indicators for various programme within iSimangaliso • prepare presentations for CEO to present to structures of iSimangaliso • prepare annual report • prepare monthly and quarterly APP performance dashboards for EXCO • address queries on monthly and quarterly reporting from DEFF and Parliament • manage performance information across iSimangaliso • ensure all reporting requirements aligned to each programme is managed • coordinate the requirements of fundraising across the field operations.

Human Resource Management: • set performance objectives for employees• ensure all employees have signed performance agreements • conduct employee appraisals • develop action plans to address poor performance • identify training needs of employees • ensure ongoing training and development of employees.

Relationship Management: • focus on delivery through proactively establishing and maintaining effective working relationships • solve problems creatively whilst demonstrating a high level of integrity • maintain professional relationships that meet company core values • maintain effective and efficient communication channels• maintain regular contact with internal departments • ensure and enable clear and open communication.
